Marcella Panucci is a senior public executive, and board member with a long-standing commitment to innovation, regulatory reform, and institutional transformation in Europe. From 2012 to 2020, she served as Director General of Confindustria, Italy’s main business federation, where she led strategic initiatives on industrial policy, public governance, and EU competitiveness. Before that, she held several key government positions, including Chief of the Technical Secretariat and Economic Advisor to the Minister of Justice, and later as Legal Advisor to the Minister for European Affairs.
From 2021 to 2024, she was Head of Cabinet to two different ministers–first for Public Administration, then for University and Research–playing a pivotal role in Italy’s recovery and innovation agenda. She is currently a board member of Human Technopole, where she chairs the Sustainability Committee, of the Cotec Foundation, which promotes technological innovation, and of Banca Monte dei Paschi di Siena and Toscana Aeroporti.
She has also served on the boards of Banca Widiba and Il Sole 24 Ore, and participated in strategic advisory bodies such as the Corporate Governance Committee of Borsa Italiana, Consob’s Market Operators and Investors Committee, the European Commission’s Expert Group on Public Administration and Governance, the Management Committee of the National School of Administration, and the Executive Bureau of BusinessEurope. Panucci holds a Law degree from LUISS Guido Carli University, and a PhD in Competition Law from the University of Perugia. She is adjunct professor of European Industrial Policy and Law and Public Regulation of the Economy at LUISS Guido Carli.
