Procurement Officer (Interim)

We are looking for a Procurement Officer to join our headquarter in Budapest!

Tasks

  • Coordinate, conduct and follow up procurement procedures, including preparation of procurement documents, publication, opening, evaluation, award, contracting and replies to information requests.
  • Support the relaunch of expiring framework contracts and other high priority procurement procedures foreseen in the Annual Procurement Plan.
  • Support interim/bridging procurement procedures required to ensure continuity of critical services, including in areas such as communications, IT, facilities, medical services and interim staffing.
  • Provide procurement and legal/procedural advice to operational units on the preparation and drafting of tender documents, contracts and related procurement files.
  • Carry out ex-ante checks of procurement documents and contracts to ensure compliance with the EU Financial Regulation, applicable procurement rules, transparency requirements and sound financial management.
  • Assist the Head of Section Finance and Procurement and the procurement colleagues on procurement-related matters across the procurement cycle, from planning to contract signature and implementation.
  • Prepare, monitor, analyse and report on the implementation of the Annual Procurement. Plan and provide procurement data/statistics as required for management purposes.
  • Support Contract Managers in procurement-related interactions with contractors and stakeholders.
  • Support the implementation of new eProcurement processes and workflows, including SUMMA/Package 3-related procurement processes, role set-up, testing, transition support and practical guidance to users.
  • Provide support and training to EIT staff on procurement rules, procedures, templates and tools.
  • Contribute to horizontal coordination, teamwork, knowledge sharing and proactive communication within the Administration Unit and with operational units.

Requirements

Professional experience

  • At least 3 years of proven professional experience within a procurement function in the public, private or international sector
  • Experience in preparing, managing and following up procurement procedures and/or contract management files

Qualifications

  • A level of education corresponding to completed university studies of at least three years, attested by a diploma

 Language skills

  • Excellent command of written and spoken English
  • Satisfactory knowledge of another official language of the European Union

IT Skills

  • Proficient user skills of Microsoft Office
  • Ability to use electronic procurement and document management tools

Other Skills

  • Knowledge of the EU institutional and regulatory framework related to procurement, in particular the EU Financial Regulation and Vademecum on Public Procurement
  • Ability to draft tender documentation and support open and/or negotiated procurement procedures
  • Ability to deliver high-quality results within tight deadlines
  • Strong analytical skills, accuracy and attention to detail
  • Ability to work in a team and provide support and guidance to colleagues

Preferences

  • Studies or additional training in law, public procurement, public administration, finance, business administration, economics or a related field
  • Training/certification in EU public procurement, contract management or EU financial procedure
  • Professional experience with an EU organisation
  • Experience with EU procurement and financial tools such as PPMT, eTendering, eNotices, F&T Portal, ABAC and/or SUMMA/SAP-based workflows
  • Knowledge of additional EU languages
